1. To implement birth-notification work, the Ministry of Health and Welfare established the "Birth Notification Operations Plan" and held repeated consultations with the Ministry of the Interior, the competent authority for the Child Welfare Act. The Ministry of the Interior finalized and announced the "Birth Notification Operating Procedure" on September 13, 1994 (ROC year 83). On December 28 of the same year, the Ministry of Health and Welfare announced the newly revised "Birth Certificate" and "Stillbirth Certificate," and paper-based birth notification began in March 1995 (ROC year 84). 2. Starting in 2004 (ROC year 93), medical institutions switched to online notification and stopped using paper forms, while household-registration offices continued to use both notification methods in parallel. Following continued coordination between the Health Promotion Administration and the Ministry of the Interior's Department of Household Registration Affairs, online birth notification was fully implemented starting in 2005 (ROC year 94), completely eliminating the mailing of paper forms. 3. On May 28, 2003 (ROC year 92), the "Child Welfare Act" and the "Youth Welfare Act" were merged and amended into the "Child and Youth Welfare Act," Article 13 of which provides: "Within 7 days of a fetus's birth, the person who assisted the delivery shall report the relevant birth information to the household registration and health authorities for the record." 4. On November 30, 2011 (ROC year 100), the "Protection of Children and Youths Welfare and Rights Act" was amended and promulgated; Article 14 provides: "Within 7 days of a fetus's birth, the person who assisted the delivery shall report the relevant birth information to the health authority for the record; the same applies in the case of a stillbirth." In addition, for births that did not occur in a hospital, clinic, or midwifery institution and for which a birth certificate cannot be obtained, birth registration may be completed by presenting either a DNA parentage test report issued by a medical institution or a birth notification form issued by a licensed medical or nursing professional. 5. Unlike "birth registration," "birth notification" covers all of the following born in Taiwan (regardless of nationality): a. live-born newborns; b. stillbirths at ≥20 weeks of gestation or with a birth weight of ≥500 grams. (Quoted from the Health Promotion Administration's background description of birth notification)
