Low-income and Middle-income Family Living Condition Survey

1. Taiwan's "Survey on the Living Conditions of Low-Income Households" was first conducted by the Ministry of the Interior in 1990 (ROC year 79), and subsequently continued in 1994, 2001, 2004, and 2008 (ROC years 83, 90, 93, and 97). In July 2011 (ROC year 100), amendments to the Public Assistance Act relaxed the minimum living-expense standard and eligibility thresholds and brought middle-low-income households under the protection of the Public Assistance Act; accordingly, the 6th survey in 2013 (ROC year 102) added middle-low-income households as survey subjects, and the survey name was changed to the "Survey on the Living Conditions of Low-Income and Middle-Low-Income Households." In line with the reorganization of the Executive Yuan, the Ministry of Health and Welfare took over conducting the 7th survey in 2018 (ROC year 107); this round (2023, ROC year 112) is the 8th survey. 2. This survey is conducted pursuant to Article 13 of the Public Assistance Act, targeting low-income and middle-low-income households certified and registered by local governments. The sampling method uses each special municipality and county/city as a sub-population, within which stratified two-stage systematic sampling is applied. Data collection items include the housing and facility conditions, economic status, receipt of social assistance, opinions on government social assistance policy, social participation, and social support of low-income and middle-low-income households, as well as the basic information, employment status, and health and medical conditions of co-residing household members, aiming to provide a reference for the government in formulating social assistance policy. 3. 1.我國「低收入戶生活狀況調查」係由內政部於79年首次辦理，之後分別於83、90、 93及97年賡續辦理。100年7月因社會救助法修正放寬最低生活費及審核門檻，並將 中低收入戶納入社會救助法保障，爰於102年第6次調查增納中低收入戶為訪查對 象，並將調查名稱更名為「低收入戶及中低收入戶生活狀況調查」，另配合行政院 組織再造，107年由衛生福利部接續辦理第7次調查、本次(112年)為第8次調查。 2.本調查係依據社會救助法第13條規定辦理，調查對象為各地方政府政府核定列冊之 低收入戶及中低收入戶。抽樣方法係以各直轄市及縣市為副母體，副母體內採分層 二段系統抽樣。資料蒐集項目包括低收入戶及中低收入戶之住宅及設備狀況、經濟 狀況、接受社會救助狀況、對政府社會救助政策意見、社會參與及社會支持，以及 戶內共同生活成員之基本資料與就業情形、健康及醫療狀況等資料，旨在提供政府 制定社會救助相關政策之參考。 3.調查實施計畫、抽樣設計、調查表，可參閱衛生福利部統計處網頁址: https://dep.mohw.gov.tw/DOS/lp-5094-113.html。

The data entry format has one record per household member; to process household-level data, please filter using the "household data" (HOSUEHOLD) file. ※ This center's database has been de-identified: directly identifying fields such as name and address have been removed, and fields such as ID number, facility code, insured unit code, tax ID number, date of birth, visit date, and admission date have been masked. The data may only be used within the independent workspace established by the Ministry, and only approved aggregate statistical results may be taken out, ensuring that the data and its disclosure method can no longer identify specific individuals.
