Physically and Mentally Disabled Citizens Living and Demand Assessment Survey

This survey was originally named the "Taiwan Area Survey on the Living Conditions of the Handicapped," first conducted by the Ministry of the Interior in 1994 (ROC year 83), with a 2nd round in 1995 (ROC year 84), when the survey area was expanded to include the Kinmen-Matsu Area. In the 3rd round in 2000 (ROC year 89), the survey name was changed to the "Survey on the Living Needs of Persons with Disabilities," jointly conducted by the Ministry of the Interior, the Department of Health, and the Council of Labor Affairs; it was conducted once each in 2003, 2006, 2011, and 2016 (ROC years 92, 95, 100, and 105), and this round is the 8th survey. This survey was conducted pursuant to Article 11 of the Rights Protection Act for Persons with Disabilities, targeting persons holding a disability certificate, using "stratified systematic sampling" with in-person field interviews conducted by assigned staff. Data collection items included: basic information, living conditions, going-out and transportation conditions, daily-life conditions, economic status, current employment status, health and medical care, leisure, social participation and self-determination, and the burden on primary family caregivers, among other overviews, aiming to provide a reference for the government in formulating disability-related policy. This survey completed interviews with a total of 12,198 persons with disabilities, of whom 7,062 were persons with disabilities who were unable to fully care for themselves independently in daily life and had a family caregiver. Of these, 4,337 people's primary family caregivers were interviewed via questionnaire. 本調查原名「臺灣地區殘障者生活狀況調查」，於民國 83年由內政部首次辦理，84 年辦理第2 次，調查的區域範圍擴及金馬地區，89年辦理第 3次，調查名稱改為「身 心障礙者生活需求調查」，由內政部、衛生署及勞工委員會共同辦理，92 年、95 年、 100年、105 年各辦理一次，本次為第 8次辦理調查。 本調查係依據身心障礙者權益保障法第 11 條規定辦理，係以領有身心障礙證明者為 訪查對象，採「分層系統抽樣」，派員實地面訪方式辦理。資料蒐集項目包括：身 心障礙者之基本資料、居住狀況、外出及交通狀況、起居生活狀況、經濟狀況、工 作現況、健康及醫療照顧、休閒、社會參與及自我決定，以及主要家庭照顧者負擔 等概況，旨在提供政府制定身心障礙相關政策之參考。 本次調查共完成訪問 12,198位身心障礙者，其中 7,062 位為無法完全獨立自我照顧 生活起居且有家庭照顧者的身心障礙者。當中有 4,337 人接受主要家庭照顧者問卷 訪問。 調查實施計畫、抽樣設計、調查表，可參閱衛生福利部統計處網頁址： https://dep.mohw.gov.tw/DOS/lp-5096-113.html)。

To avoid affecting the response rate and quality of the main form (Form A), the primary-family-caregiver supplementary form (Form B) was completed on a voluntary basis by the primary caregiver, and the distribution of the collected sample may not match that of the population; please use this data with caution. The key for matching Form A and Form B file data: sample number (ID_SAMPLE).
